This is a lock-on point. A person handcuffed to it can't be moved, and any attempt
to hurt them would be illegal. The eviction squad have two choices; persuade the locked-on
proteter to move of their own accord (i.e. give them an assurance that they aren't going to
build a quarry after all), or dig up the tree - which would be very hard with several
people locked on!
