英・The Times掲載でありながら，The Timesをはじめとする英メディアのメタファーを "This is babble, dangerous babble（戯れ言である，危険な戯れ言である）" と断罪し，"Do they want to give Osama bin Laden his own Bloody Sunday? Do they not know that when you kill one bin Laden you sow 20 more?（オサマ・ビン・ラディンに「血の日曜日」を与えたいのか？ひとりのビン・ラディンを殺せば20人のビン・ラディンができることに気付かないのか？）" と批判し，"Playing the world's policeman is not the answer to that catastrophe in New York. Playing the world’s policeman is what led to it.（世界の警察になるのが，NYCの大惨事への答えではない。世界の警察になったことが，あの大惨事を招いたのだ）" と事態の根本を問い直し，情報化時代のテロリズムは従来のように叩き潰すことはできず，誰かにとってはテロリストでもほかの誰かにとっては自由の戦士である，という冷静に考えればあまりにも自明のことをはっきりと述べ，ヴェトナムやチェチェンで成功しなかったことがアフガニスタンでいきなりうまく行くわけはなく，失敗すればビン・ラディンの思うつぼであると主張する。そして最後，"And after September 11, 2001, and the horrible, horrible deaths of thousands of innocent people, one thing will be certain: the world will be the same again after all." と，"Things will never be the same again"という人々のため息を逆にした表現でしめくくる。

Jospin threatens the States which " encourage " terrorism
